About this opportunity

The Town of Front Royal, Virginia is soliciting bids under IFB 11-2026 for as-needed snow removal and ice control on Town-maintained roadways, with bids due November 17, 2026 at 2:00 p.m. and public bid opening at 2:30 p.m. the same day. The solicitation is tagged to Stafford County as jurisdiction. Bids may be submitted by paper delivery to the Purchasing Department at 102 E. Main Street, Front Royal, or through eVA.

Bidders may bid one or more of six line items: 4WD single-axle trucks with plow and spreader; single, tandem, and tri-axle trucks with ten-foot plows, with or without spreaders; backhoes; rubber tire loaders; and skid steer loaders. Work covers plowing, chemical spreading, and snow loading and removal on primary and secondary roads. Each bid must state the number of units and qualified operators offered per line item. Contractors supply their own spreaders, equipment maintenance, fuel, insurance, and operators, while the Town furnishes sodium chloride, liquid chlorides, brine, and abrasives. Subcontracting of operators or equipment is prohibited. Equipment must comply with the Virginia Work Area Protection Manual and appear on the contractor's Attachment A inventory. Required insurance includes $1 million minimum comprehensive general liability per incident and $1 million bodily injury and $1 million property damage automobile liability, plus Virginia-required workers' compensation.

The initial term is one year from full execution, with four optional one-year renewals subject to satisfactory performance and written mutual agreement. Automatic renewals are not permitted. Pricing consists of firm-fixed hourly rates for active operations and 50% of the hourly rate for authorized standby, with a two-hour minimum standby payment for canceled events. Annual mobilization and demobilization payments range from $250 to $1,750 per awarded unit, paid in two equal installments. The Town sets dedicated supervisor compensation at $65 per hour during active operations and standby. Renewal price adjustments are limited to the percentage change in the All Items CPI-U over the latest twelve-month period.
