About this opportunity
The California Department of Water Resources (DWR), Delta Field Division, is requesting bids on portable toilet rentals and septic holding tank pumping services across its North Bay jurisdiction with bids due November 12, 2026 and technical questions due October 23, 2026.
The solicitation carries mandatory DVBE participation at a minimum three percent commitment. A five percent small business (SB) preference applies to certified small businesses, and an additional five percent preference applies to non-small businesses subcontracting at least 25 percent to certified SBs, with a maximum combined preference of $50,000 per bid and $100,000 across all preferences.
The scope includes provision and service of multiple portable chemical toilet units (standard, hand wash station, ADA-compliant, and small sinks) and trailer-mounted equipment across Sacramento, Solano, Napa, and Yolo counties. The contractor must perform weekly maintenance with chemical replenishment, cleaning and sanitization of all units, and pumping and disposal of DWR-owned septic holding tanks and stationary chemical toilets. Estimated quantities include six standard portable chemical toilets, ten portable units with hand wash stations, two ADA-compliant units, two small sinks, and approximately 12 monthly service requests plus 4–8 emergency service requests annually for specialty equipment (3-stall luxury trailers, ADA luxury trailers, trailer-mounted units, and 200-gallon water tanks). Service hours are generally 7:30 a.m. to 3:00 p.m. Monday through Friday (excluding state holidays), with 8:00 a.m. to 1:00 p.m. Monday through Thursday for certain Sacramento County locations.
Pricing is structured on unit monthly rates for standard equipment and daily rates for requested equipment, combined with per-request service rates for maintenance and pumping, submitted as all-inclusive rates covering labor, materials, licenses, permits, and transportation. The contractor must maintain comprehensive general liability insurance at $1 million per occurrence / $2 million aggregate, workers compensation, automobile liability at $1 million combined single limits, and pollution/environmental liability at $1 million per incident / $2 million aggregate. The contract term is three years beginning March 15, 2027. Award will be made to the lowest responsible bidder; tied bids trigger a drawing witnessed by two or more State employees. Public bid opening occurs November 13, 2026 at 10:00 a.m.
