About this opportunity
The California Department of Water Resources is requesting sealed bids for crane certification services under IFB 10221194, with bids due October 7, 2026 at 3:00 PM. The contractor must hold a valid C-10 Contractor's License from the California Department of Consumer Affairs and a Cal-OSHA certificate with minimum three years of experience on large-capacity (100-ton) cranes — both mandatory qualifications that gate entry.
The scope spans annual inspections, dielectric inspections, and quadrennial proof-load tests on 128 pieces of equipment ranging from 1-ton chain hoists to 100-ton bridge cranes at the Delta Field Division in Byron, California and various locations throughout Alameda, Contra Costa, Sacramento, Solano, and San Joaquin Counties. The contractor must issue certifications of compliance and furnish all qualified labor, equipment, and materials.
Evaluation follows a lowest responsible bidder standard with applicable preferences. A 5% Small Business preference applies to certified small businesses. A 5% non-small business preference is available when 25% subcontracting to certified SBs is committed. A 3% Disabled Veteran Business Enterprise incentive is optional for responsive, responsible firms voluntarily utilizing certified DVBE subcontractors. Maximum allowable preferences on a single bid cannot exceed $50,000, with combined SB, NSB, and other preferences capped at $100,000.
The anticipated contract start is February 1, 2027 with a three-year term. The contractor must maintain Commercial General Liability insurance of not less than $1 million per occurrence / $2 million aggregate, Workers' Compensation with statutory limits, and Automobile Liability of not less than $1 million combined single limit. Technical questions are due September 23, 2026 at 3:30 PM, with answers provided by September 25 at 3:00 PM. Public bid opening is October 8, 2026 at 9:30 AM at the Delta Field Division office. Work must comply with OSHA, Cal-OSHA, and applicable California Code of Regulations. Payment is made within 45 days of invoice submission following State approval of work completion. No guarantee of work is provided under this contract.
