About this opportunity
The California Department of Water Resources, Delta Field Division, is requesting bids on annual vapor testing and as-needed repair services for a gasoline aboveground storage tank under IFB 10220117, with bids due September 4, 2026. Bidding is restricted to contractors holding a valid C-61 Limited Specialty with D-40 Service Station Equipment and Maintenance license, current International Code Council certification in Vapor Recovery System Testing and Repair, and current Department of Industrial Relations registration.
The scope requires three annual tests — Static Pressure Performance Test, Vapor Return Line Vacuum Integrity Test, and Fill Neck Vapor Pressure Test — all in compliance with Bay Area Air Quality Management District regulations, plus as-needed repair work. The tank is a single 10,000-gallon gasoline storage tank equipped with two dispenser pumps fitted with Healy 400 nozzles, located at 5280 Bruns Road, Byron, California.
Pricing is submitted on an hourly basis for straight time, overtime, and double-time qualified technician labor for testing and repair, with parts and materials invoiced at cost plus 15 percent markup. The bid sheet requires cost proposals for estimated 100 hours of straight-time testing labor, 50 hours of overtime testing labor, 10 hours of double-time testing labor, and equivalent repair service hours. A Bidder's Bond equal to 10 percent of the bid amount is required at submission; Performance and Payment Bonds, each equal to 100 percent of the contract amount, are due upon award.
The anticipated contract term is three years beginning January 1, 2027. Small Business Preference (5 percent calculation preference) and Non-Small Business Preference (5 percent for 25 percent small-business subcontracting) are available. Disabled Veteran Business Enterprise participation is optional with a minimum 3 percent commitment. Award will be made to the lowest responsible bidder. Technical questions are due August 17, 2026, at 3:30 PM; answers will be provided by August 21, 2026, at 12:00 PM. The public bid opening is scheduled for September 8, 2026, at 1:00 PM at the Byron facility. Invoices are payable within 45 days of receipt by the DWR Accounting Office.
