About this opportunity

The California Department of Water Resources, Division of Flood Operations, is requesting bids on container transport services including side-lifting and roll-off transportation of loaded and unloaded shipping containers throughout California, with bids due July 8, 2026 at 1:00 p.m.

Eligibility carries two optional preference mechanisms: a five percent Small Business (SB) calculation preference for certified small businesses, and optional DVBE incentive calculations providing one to five percent preference depending on participation level. The DVBE program is optional; mandatory DVBE participation does not apply. Bidders claiming SB or DVBE participation must provide current Department of General Services certifications.

The scope encompasses loading, unloading, and transporting of 20-foot Conex containers, 21-foot roll-off containers, and 40-foot Conex containers loaded with flood fight materials (burlap sandbags, plastic sheeting, wooden stakes) and staged at various DWR facilities statewide. Services are as-needed with availability required during standard business hours (8:00 a.m. to 5:00 p.m., Monday through Friday) and on weekends, holidays, and outside normal hours for emergency work during State-Federal Flood Operations Center activations. Contractors must provide a specialized sidelifter hydraulic container-lifting trailer capable of handling containers weighing 4,500 to 70,000 pounds, a specialized roll-off truck, all operators, fuel, lubricants, and consumables.

The anticipated agreement start is August 2026, with an initial three-year term and options to renew for two additional one-year terms, not to exceed five years total. No guarantee of work volume is provided. Invoices are paid within 45 days of receipt by the DWR Accounting Office. Contractors must maintain commercial general liability insurance of $1 million per occurrence / $2 million aggregate, workers' compensation at statutory limits with $1 million employer's liability, and motor vehicle liability of $1 million combined single limit.

Bidders must submit hourly rates for single-day and multi-day container lifting and transport services. Technical questions are due June 22, 2026 at 8:00 a.m., with answers provided by June 25 at 4:00 p.m. Sealed bids open publicly via Microsoft Teams at 1:30 p.m. on July 8. Award will be made to the lowest responsible bidder after consideration of applicable preferences.
