About this opportunity
The California Department of Water Resources is requesting bids for inspection, maintenance, and repair services on traveling water screens, material elevators, and conveyors on an as-needed basis within the San Joaquin Field Division, with sealed bids due June 18, 2026 at 2:00 p.m. Bidders must be located within a 50-mile radius of the Operations and Maintenance Sub-Center in Lost Hills, California—a restrictive geographic eligibility requirement.
A five percent Small Business preference applies to certified small businesses, and an additional five percent non-small business preference is available when subcontracting at least 25 percent of the bid price to a certified SB. A three to five percent Disabled Veteran Business Enterprise incentive is available for bidders voluntarily utilizing certified DVBE subcontractors.
Bidders must demonstrate three years of active engagement in the requested services through invoices or work orders from each of the previous three years. Pricing is submitted on an hourly rate basis for standard labor, overtime labor, and on-site/emergency services; the IFB provides estimated hours for bid evaluation purposes only. The contract is awarded to the lowest responsible bidder meeting specifications.
The anticipated contract term is three years, with a start date of November 1, 2026. All bids must include original signatures on required certification sheets, proof of business location within the specified radius, current business licenses, and three years of service references. Bidders must comply with California's General Terms and Conditions and submit insurance certificates with minimum limits of one million dollars for general liability and automobile liability. Payment for undisputed invoices is made within 45 days of receipt by the DWR Accounting Office.
Technical questions are due June 2, 2026 at 2:00 p.m., with answers provided by June 3, 2026 at 2:00 p.m. Public bid opening is scheduled for June 22, 2026 at 10:00 a.m. at the DWR San Joaquin Field Division office in Bakersfield, California.
