About this opportunity

The California Department of Water Resources, Division of Operations and Maintenance, is requesting bids on boat portage services for the Temporary Barriers Project in San Joaquin County, with bids due September 17, 2026, and a mandatory pre-bid conference on September 3, 2026. A 5% Small Business preference applies to certified SBs, or to non-SB bidders committing at least 25% of contract value to certified SB subcontractors; an additional 3–5% DVBE incentive is available for voluntary participation.

The scope covers trailering v-hull boats (25 feet or less) across rock barriers at two South Delta locations: Old River near Tracy and Grant Line Canal near Tracy Boulevard Bridge. Service hours are 8 a.m. to 6 p.m. Monday–Friday and 7 a.m. to 7 p.m. weekends and holidays at Old River; 6 a.m. to 8 p.m. daily at Grant Line Canal. Contractor must deploy two trucks, two universal trailers, and one operator at each site. Bidding is based on standardized bid sheets pricing straight-time labor (estimated 4,570 annual hours), extended work (estimated 106 annual hours), and equipment weekly rates (approximately 28 weeks annually). Minimum qualifications include active California business license, valid Class C driver's licenses for all personnel, active California boater cards, commercial boat trailering experience with three references, and proof of required equipment. Contractor must maintain comprehensive general liability ($1 million per occurrence), workers compensation, automobile liability ($1 million), and motor truck cargo liability ($100,000).

The contract is valued at $100,000 or above and runs three years with an optional two-year renewal under the same terms. Start date is anticipated for January 2027. Payment is made monthly within 45 days of invoice receipt following DWR work-completion approval. Sealed bids open publicly on September 21, 2026, at 9:30 a.m. via Microsoft Teams. The lowest responsible bidder meeting specifications wins without negotiation.

Opportunity text

Contractor will provide boat portage services for the Temporary Barriers Project. The Temporary Barriers Project, managed by the Division of Operations and Maintenance (O & M) Water Initiatives Planning and Management Branch (WIPM), involves the annual installation of three (3) rock barriers in the South Delta channels to mitigate the impacts of the State Water Project (SWP) and Central Valley Project on water levels for agricultural diversions. Two (2) of the three (3) barrier site¿s locations require boat portage as the barriers block navigable channels and typically prevent boat passage from May through November of each year. Thus, boat portage is needed to trailer boats across the rock barriers.
