About this opportunity
The California Department of Water Resources (DWR) has issued an Invitation for Bid (IFB) for the Juvenile Salmonid Collection System (JSCS) project. The selected Contractor will be responsible for transporting, deploying, assembling, installing, adjusting, relocating, and removing the JSCS, as well as performing modifications and maintenance. The JSCS is an experimental system designed to collect out-migrating juvenile salmonids at the head of Shasta Reservoir. The anticipated term of the agreement is 2 years with one 1-year option to renew. Bids are due by June 3, 2024, and the bid opening will be held on June 4, 2024. The Contractor must meet minimum qualifications including having a valid general contractor's license, at least 10 years of successful experience in the design, fabrication, and installation of fish guidance and collection systems for Pacific salmonids, and at least 5 years of experience with temperature curtains. The bid price will be the sole factor in determining the lowest responsible bidder.
The State has waived DVBE program requirements but will provide a DVBE incentive for those bidders utilizing DVBE subcontractors. Small business preferences may also apply. The contract value was not disclosed, but the project appears to be a specialized technical solution with a limited pool of qualified vendors.
