About this opportunity

Caltrans is issuing an Invitation for Bid (IFB 04A7348) for Encampment Site Waste Removal and Cleanup Services across Napa, Solano, Sonoma, and Marin Counties. The procurement seeks up to two contractors to provide comprehensive waste management services for state route encampment sites, including collection, removal, transportation, and legal disposal of hazardous waste materials, biological waste, contaminated debris, and related encampment waste. Contractors must possess extensive certifications, including a Class A General Engineering Contractor License with Hazardous Substance Removal certification, hazardous materials transportation licenses, Trauma Scene Waste Management Practitioner Certificate, and HAZWOPER training. A mandatory pre-bid conference is scheduled for November 3, 2025, at 8:00 a.m. in Petaluma, with written questions due by November 4, 2025, at noon. Bids are due November 13, 2025, at 2:00 p.m., with bid opening at 2:30 p.m. the same day. The proposed contract award date is November 26, 2025, with a service period from February 1, 2026, through January 31, 2029, covering normal working hours of 7:00 a.m. to 3:30 p.m., Monday through Friday, with potential emergency service requirements.

The procurement includes a 25% Small Business participation goal, with a 5% preference for certified small and micro businesses. A Disabled Veteran Business Enterprise (DVBE) incentive of up to 5% is available for 100% verified DVBE participation. Prevailing wages apply for bid amounts exceeding $15,000. Contractors must carry comprehensive insurance, including general liability ($1,000,000 per occurrence/$2,000,000 aggregate), automobile liability ($1,000,000 combined single limit), pollution liability ($1,000,000 per incident/$2,000,000 aggregate), and workers' compensation insurance with $1,000,000 employer's liability limits. The bid proposal requires detailed itemized rates for seven personnel classifications, thirteen equipment types, eighteen material containers, two bin sizes, five miscellaneous items, and mid-shift disposal services. Payment will be processed according to Government Code Chapter 4.5, with separate invoices required for each completed service request. While no specific budget range is explicitly stated, the comprehensive requirements and multi-county scope suggest a significant contract value for the selected contractors.
