About this opportunity

Newport News Public Schools is requesting bids for custodial and janitorial supplies to be delivered to school locations throughout the district via IFB 028-0-2026/HM, with bids due July 7, 2026 at 2:00 p.m. Eastern Time through eVA.

The scope comprises 153 line items spanning absorbents, cleaning solutions (all-purpose, glass cleaner, disinfectants, degreasers), floor finish and stripper, paper products (toilet tissue, paper towels, paper towel rolls), trash liners in multiple sizes and gauges, mop handles and heads, microfiber towels, gloves, ice melt, janitorial miscellaneous items (coveralls, goggles, lifting belts, carts, hand trucks, ladders, and plungers), and dispensing units for Diversey chemicals. Estimated quantities range from 5 to 8,500 units per line item. The contractor must deliver items weekly to all Newport News sites between 8:00 a.m. and 3:30 p.m., maintain a minimum 95 percent fill rate, and accomplish delivery within forty-eight hours of order. Online, phone, fax, and customer-service-representative ordering must be available. The contractor must provide tandem Cascades paper towel dispensers, toilet tissue dispensers, and Kutol soap dispensers at no charge. All bid prices must be firm fixed for the entire contract period and include delivery charges.

The contract term is one year, commencing August 1, 2026 and expiring July 31, 2027, with options to renew for five successive one-year terms under the same terms and conditions. Newport News Public Schools reserves the right to award on an all-or-none basis to the lowest overall bid total. Price adjustment requests may be considered after the initial contract term based solely on manufacturer price increases, provided written verification is submitted at least thirty days in advance and the increase does not exceed the Consumer Price Index for All Urban Consumers rate or three percent, whichever is lower.

Bidders must provide proof of Workers' Compensation insurance, Automobile Liability of $1 million, Commercial General Liability of $1 million, and Umbrella/Excess Liability of $5 million, along with references demonstrating past performance on similar projects within the last three years.
