The maximum annual limit is $5 million. The contract is non-exclusive; the Department reserves the right to make multiple awards to lowest-responsible bidders, with work orders assigned based on lowest unit prices. Contractors must hold a North Carolina general contractor license for bids of $40,000 or more; compliance is required within 60 days of bid opening for federal-aid projects. Work must comply with 2024 Standard Specifications for Roads and Structures and all applicable federal and state regulations.
