About this opportunity
Sam Houston State University is requesting qualifications for an Indefinite Delivery-Indefinite Quantity (IDIQ) Mechanical/Electrical/Plumbing (MEP) engineering consulting firm to provide pre-project planning, estimating, programming, design, bid, and construction phase services for campus facilities, with qualifications due September 15, 2026 at 2:00 p.m. Central Daylight Time.
Sam Houston State University will conduct a tiered selection process: written evaluation of qualifications by September 22, 2026; interviews with the top four or fewer respondents on September 29, 2026; and final selection by October 6, 2026. Respondents must submit five identical printed copies of a qualifications statement (50-page maximum, excluding cover, table of contents, dividers, financial statements, and execution documents) plus one flash drive in PDF format, along with a separate VETHUBs Subcontracting Plan. Submissions must be delivered to Chuck Jones, Director of Facilities Planning and Construction, at Sam Houston State University.
Evaluation criteria are weighted as follows: Statement of Qualifications and Availability (5%), Firm's Ability to Provide Services (10%), Qualifications of Assigned Personnel (35%), Performance on Past Representative Engagements (35%), and Knowledge of Best Practices (15%). Respondents must provide audited financial statements, detailed resumes for key personnel, documentation of up to five relevant past projects with cost and schedule specifics, and project references.
The contract carries a two-year initial term with an option for one additional year of extension, with a maximum contract value of $500,000 per year on an hourly fee basis. Respondents must comply with Texas state requirements including VETHUBs utilization, franchise tax certification, cybersecurity training, non-discrimination policies, and certifications regarding boycotts, vaccine requirements, and critical infrastructure ownership. The university reserves the right to reject all qualifications, divide the project into multiple parts, or abandon the project.
