About this opportunity
The North Carolina Department of Transportation, Highway Division 11, is requesting sealed bids on an ID/IQ emergency slope repair contract (MK00203) for eight counties—Alleghany, Ashe, Avery, Caldwell, Surry, Watauga, Wilkes, and Yadkin—with bids due September 17, 2026 at 2:00 p.m. at the Division 11 office in North Wilkesboro.
Bidders must demonstrate substantial qualifications: at least ten years of experience repairing landslides and successful completion of at least ten projects each using permanently cased soil nails, self-drilling soil nails, and self-drilling micropiles within the preceding five years on active public roadways. The contractor must maintain registered professional engineers on staff with a minimum of three years' experience designing landslide stabilization projects and project managers or superintendents with at least five years' experience managing such work. No MBE/WBE combined goal applies.
Scope includes slope stabilization and excavation of waste material through soil nail installation, micropile installation, wire mesh surface treatment, and reinforced shotcrete application at various locations throughout the division. Work is available for performance beginning November 9, 2026, with an initial completion date of November 8, 2027. The contract may be extended for two additional one-year periods at the Department's option, with each year carrying a maximum work order limit of $5 million. Compensation for the first twelve months is fixed; subsequent contract periods are subject to Consumer Price Index adjustments.
Payment and performance bonds may be required on individual work orders exceeding $450,000 per the engineer's estimate. Liquidated damages range from $100 per day for work orders valued $0–$100,000 to $850 per day for work orders valued $1–$2 million. Questions must be submitted via email to Bethany Elmore at belmore@ncdot.gov at least seven calendar days prior to bid opening.
