About this opportunity
The University of Texas Health Science Center at San Antonio is conducting a two-step Request for Qualifications (RFQ 745-26-QU03) to procure indefinite delivery, indefinite quantity (IDIQ) design services for electrical engineering projects across all campuses and buildings. This procurement seeks architect/engineer firms capable of providing on-demand design services on a per-project basis, with individual project scopes and fees to be established through separate "Authorization to Commence Work" documents. Respondents must demonstrate financial stability, provide professional malpractice insurance claims history for the past five years, maintain appropriate professional licensing with the Texas Board of Professional Engineers, and comply with prevailing wage rate determinations and state regulations. The RFQ explicitly prohibits the inclusion of fees, pricing, or compensation information in qualifications submissions, as pricing will be negotiated separately for each project. Key deadlines include a question deadline of Friday, May 29, 2026, at 5:00 p.m., and a qualifications and VetHUB Subcontracting Plan submission deadline of Friday, June 12, 2026, at 3:00 p.m. Central Time, with no pre-submittal conference, site visit, or public opening scheduled. Following the initial qualifications phase, up to five top-ranked respondents will be invited for interviews, with successful contractors expected to execute agreements in July 2026.
The contract includes a VetHUB subcontracting plan requirement under Texas Government Code Chapter 2161, Subchapter F, mandating that all responding vendors—whether prime contractors or self-performing entities—demonstrate good faith efforts to recruit and utilize Texas-certified VETHub (Veteran Heroes United in Business) subcontractors, though VETHub status will not be used as a selection criterion. All respondents must obtain Texas franchise tax status certification, maintain workers' compensation insurance compliance, and submit Form 1295 disclosures if contract value exceeds $1 million. The contract term is two years from the effective date with two optional 12-month renewal periods available at the Owner's discretion upon 60 days' written notice, with a maximum cumulative contract value not to exceed $5,000,000 within a five-year period without prior Board of Regents authorization. Insurance requirements include Professional Liability Insurance of $1,000,000 per claim and $2,000,000 aggregate, Commercial General Liability coverage of $1,000,000 per occurrence, and on-site coverage including Workers' Compensation and Business Auto Liability. The University guarantees no minimum work volume, and reimbursable expenses are limited to approved travel, meals, lodging, and related costs within state-approved rates with no markup allowed, with monthly invoicing and payment due within 30 days of Owner approval.
