About this opportunity
Sam Houston State University is requesting qualifications for an Indefinite Delivery-Indefinite Quantity (IDIQ) building envelope services contract, with qualifications due November 2, 2026 at 2:00 p.m. CDT. Respondents must submit a mandatory VETHUB (Historically Underutilized Businesses) Subcontracting Plan as a separate sealed document; failure to submit results in disqualification.
The scope encompasses pre-project planning, estimating, programming, design, bid, and construction phase services for facility planning, design, renovation, and construction projects at the university. Deliverables include feasibility studies, cost estimates, schematic and working drawings, specifications, photographic documentation of existing conditions, design recommendations, cost analysis, construction administration, on-site inspection, and project or program management consulting.
The maximum contract value is $500,000 per year with a 2-year initial term and an option for one additional year extension. Compensation is negotiated on an hourly fee basis with no minimum or maximum quantity of services specified. The university may select up to five qualified respondents for interviews on November 17, 2026, with the short-list announced November 9 and final selection on November 18. Agreements will be executed by December 9, 2026.
Evaluation is based solely on qualifications: firm's statement of qualifications and availability (5% weight), firm's ability to provide services (10% weight), qualifications of assigned personnel (35% weight), performance on past representative engagements (35% weight), and knowledge of best practices (15% weight). Pricing information should not be included in submissions.
Respondents must comply with multiple Texas state requirements including non-discrimination, non-boycott verification, cybersecurity training, firearm entity non-discrimination, energy company boycott certification, vaccine passport prohibition, and critical infrastructure affirmation. Subcontractors must meet the same experience and qualification requirements as the prime; the prime remains solely responsible for all subcontractor work. The selected consultant may be contracted with other Texas institutions of higher education under the same terms and pricing.
