About this opportunity
The Maryland State Retirement and Pension System (MSRPS) has issued a Request for Proposals (RFP) to contract with one or more commercially available identity proofing Software-as-a-Service (SaaS) solutions. The selected vendor(s) will provide identity proofing services to be integrated into MSRPS's secure Internet portal, mySRPS, to enhance the registration and authentication process for external participants in MSRPS retirement programs. The RFP outlines the required deliverables, service level agreements, security requirements, proposal format and submission details, and the evaluation and selection process. MSRPS plans to award up to three contracts with an initial five-year base term and two one-year renewal options. Proposals are due by August 26, 2020 at 2:00 PM Eastern time.
There are no MBE or veteran subcontracting goals for this procurement, and MSRPS has indicated they have no preferred methodologies and have not previously integrated with an identity verification provider. A Proof of Concept (POC) will be required for selected proposals, and a decision on a vendor may be made by the end of the calendar year depending on the POC timeline. MSRPS currently has approximately 40,000 participants registered in mySRPS and prefers to work directly with the solution provider, not a reseller. The RFP does not include an incumbent vendor, as MSRPS currently uses a separate authentication solution and is looking to implement a more robust identity proofing process.
