About this opportunity

The Missouri Department of Transportation (MoDOT) and the Missouri Highways and Transportation Commission (MHTC) are seeking to establish multiple Time-and-Material Price Agreements for carpentry services in the Northeast District. This Invitation for Bid (IFB) solicits qualified contractors to provide on-demand carpentry services, including both emergency service calls and planned projects typically valued at $25,000 or less. Contractors must be able to respond to emergency service requests within six hours and provide written work plans within 5-10 working days depending on project type. The pricing structure requires bidders to submit fixed hourly rates for on-site work and shop time, along with a materials/supplies markup percentage not exceeding 15% of actual costs. Bid evaluation will be weighted 60% on the fixed hourly rate and 40% on the materials markup percentage, with the lowest total bid principle applied. The bid submission deadline is September 11, 2024 at 2:00 PM CST, with written questions due by August 14, 2024. The initial contract period will run from the date of award until July 30, 2026, with MoDOT having the option to extend the contract for up to two additional one-year periods.

MoDOT encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with a goal of 10% MBE and 5% WBE participation through subcontractors, suppliers, or joint ventures. Contractors must be able to self-perform the primary trade without subcontracting and are required to provide proof of OSHA 10-hour safety training for all employees before work begins. The solicitation allows contractors to charge $0.75 per mile for one round trip mobilization from their business location to the job site. Contractors must maintain specific insurance coverage, including general liability ($500,000/$1,000,000), automobile liability ($500,000/$1,000,000), and workers' compensation coverage. Multiple awards may be made per district and county to ensure uninterrupted service delivery, with some contractors designated as prime contractors and others as contingency contractors. While no specific budget range is detailed, the projects are typically valued at $25,000 or less, though MoDOT reserves the right to use the established pricing for larger projects at its discretion. Service-Disabled Veteran (SDV) preferences may also be considered during the evaluation process.
