About this opportunity
The Missouri Department of Transportation (MoDOT) and Missouri Highways and Transportation Commission (MHTC) are seeking to establish multiple Time-and-Material Price Agreements for carpentry services through an Invitation for Bid (IFB) numbered IFB605CO24001647. The procurement is specifically for carpentry services across various counties, with a focus on service calls for unexpected needs and planned projects typically valued at $25,000 or less. Contractors will be required to provide emergency service response within six hours, submit written work plans within 5-10 working days depending on project type, and self-perform primary trade work without subcontracting. The pricing structure includes a fixed hourly maintenance rate for on-site and shop work, with a materials/supplies markup percentage not exceeding 15% over actual cost. Pricing will be evaluated using a weighted formula of 60% for hourly rates and 40% for materials markup. The bid submission period runs from February 27, 2024, to March 26, 2024, at 2:00 PM CDT, with bids accepted electronically via MissouriBUYS or by mail/courier services. The initial contract period will run from the award date until July 30, 2026, with MoDOT retaining the option to extend for up to two additional one-year periods.
The solicitation encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with specific goals of 10% MBE and 5% WBE participation through subcontractors, suppliers, joint ventures, or other arrangements. Service-Disabled Veteran (SDV) businesses may also receive preference. Contractors can bid on specific counties of their choosing and must provide both hourly rates and markup percentages for each county they wish to serve. Mobilization charges are permitted at $0.75 per mile for one round trip vehicle. MoDOT reserves the right to make multiple awards per district or county to ensure uninterrupted service delivery, with contractors designated as either prime or contingency providers. While the projects are primarily intended for work under $25,000, MoDOT maintains the flexibility to use the established pricing for larger projects at its discretion. Contractors must provide all necessary tools, equipment, and supplies unless otherwise specified by MoDOT, and no price increases will be granted during the first six months of the original or renewal contract periods.
