About this opportunity
The Missouri Department of Transportation (MoDOT), on behalf of the Missouri Highways and Transportation Commission, is soliciting bids for multiple Time-and-Material price agreements for plumbing services, with responses due November 12, 2026 at 2:00 p.m. Central Time. The solicitation opened October 23, 2026 at 10:00 a.m. Central Time. No pre-bid conference or site visit is scheduled. Bidders must be registered with MissouriBUYS, and awarded contractors must be capable of self-performing the primary plumbing trade without mandatory subcontracting.
Work covers unplanned plumbing failure service calls and planned projects valued at $50,000 or less across 20 Southeast Missouri counties, including Cape Girardeau, Dunklin, Scott, and Stoddard. Emergency response must begin within six hours of notification at all times, and contractors must submit written work plans within five to ten working days when requested. Contractors must hold OSHA 10-hour construction safety training for on-site employees, possess required licenses and permits, and provide a one-year warranty on parts and labor. Required insurance is General Liability and Business Automobile Liability of $600,000 per occurrence and $4 million aggregate, plus Missouri workers' compensation with $1 million employer's liability. Bidders are encouraged to use certified Minority Business Enterprises and Women Business Enterprises as subcontractors, and Service-Disabled Veteran Businesses are eligible to participate.
Bidders submit a fixed hourly maintenance rate covering direct labor, overhead, indirect labor, general and administrative expense, and profit, plus a materials mark-up not to exceed 15% of actual material costs. Evaluation weights the hourly rate at 60% and the mark-up at 40%, with award made to the lowest total bid. No guaranteed minimum work volume is promised. Multiple contractors may be awarded per district or county, with contingency contractors operating under identical terms at their quoted rates. The award period begins on contract execution and runs through June 30, 2029, with MoDOT holding sole discretion to extend for up to two additional one-year periods.
