About this opportunity
The Missouri Department of Transportation (MoDOT), on behalf of the Missouri Highways and Transportation Commission, is soliciting bids for multiple Time-and-Material Price Agreements covering overhead door and operator maintenance and construction, with responses due November 12, 2026 at 2:00 p.m. Central Time. Bidders are encouraged to obtain minority and women business enterprise (MBE/WBE) participation, and a Service-Disabled Veteran Business (SDVE) preference applies where applicable. Bidders must be registered in the MissouriBUYS system to be considered for award.
Work covers 27 Missouri counties across MoDOT's Central and Southwest districts, including Boone, Camden, Cole, Barry, Barton, Henry, and Vernon. Bidders need not bid every county but must enter a response on every line item, using $1.00 as the hourly rate for counties not bid. Pricing consists of fixed hourly maintenance rates for on-site work and shop time, plus a supplies mark-up capped at 15 percent. Award will be made on a lowest total bid basis, and multiple contractors per district or county may be selected to ensure service continuity.
Required submissions include Exhibit A (Annual Worker Eligibility Verification Affidavit with E-Verify Memorandum of Understanding), Exhibit B (Affidavit of Lawful Presence for Sole-Proprietorship or Partnership), and a Certificate of Insurance. Coverage must include General Liability and Business Automobile Liability at $600,000 per person and $4,000,000 aggregate, plus Missouri State Workers' Compensation with $1,000,000 employer's liability. A contract bond equal to the contract price is required at execution.
The award period runs from the executed contract date through June 30, 2029, with MoDOT holding sole discretion to extend for up to two additional one-year periods. Exercising a renewal binds the bidder to all Invitation to Bid terms and subsequent amendments. Payment terms are Net 45 days. The solicitation opened October 23, 2026, and no pre-bid conference or site tour is scheduled.
