About this opportunity
The Missouri Department of Transportation (MoDOT) is seeking to establish multiple Time-and-Material Price Agreements for the maintenance and construction of fabric structures through an Invitation for Bid (IFB) numbered IFB605CO19002584. The procurement is designed to secure contractors who can provide services including ironworker, laborer, concrete, and related building occupational work across various Missouri counties. Specific service requirements include repair of tears and holes in canvas, rust repair on metal frames, lacing repairs, motorized louver repairs, component replacements, corrosion removal, structural repairs, and cleaning services. The contract will initially run from the award date through July 1, 2020, with MoDOT reserving the option to extend the contract for up to three additional one-year periods. Bidders must submit responses by June 13, 2019 at 4:00 PM CDT, with written questions due by June 6, 2019. The evaluation criteria will be weighted 60% on the fixed hourly maintenance rate and 40% on the materials/supplies markup percentage, which cannot exceed 15% over actual costs.
MoDOT encourages Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) participation, with goals of 10% MBE and 5% WBE involvement through subcontractors, suppliers, or joint ventures. All vendors must be registered in the MissouriBUYS system to participate, and the contract may result in multiple awards per district or county to ensure uninterrupted service delivery. Contractors will be designated as either primary or contingency providers, with services primarily intended for projects under $25,000, though MoDOT may use the established pricing for larger projects at its discretion. Mobilization charges are permitted at $0.75 per mile for one round-trip vehicle. While no specific budget range is provided, the contract allows for potential price increases during renewal periods with written justification, subject to MoDOT's approval. The procurement does not guarantee a minimum amount of work, and MoDOT reserves the right to solicit additional competitive bids for maintenance services as needed.
