About this opportunity

The Missouri Department of Transportation (MoDOT) and the Missouri Highways and Transportation Commission (MHTC) are seeking to establish multiple Time-and-Material Price Agreements for fuel pump dispenser maintenance and repair services across MoDOT facilities. The procurement solicitation, identified as IFB605CO19002571, covers comprehensive services including calibrating fuel islands, repairing electrical issues at pumps and card readers, replacing/repairing fuel pumps and motors, repairing pulsers and fuel tanks, and performing fuel tank cleaning. The initial contract period will run from the award date through July 15, 2020, with MoDOT reserving the right to extend the contract for up to three additional one-year periods. Bidders must submit both a fixed hourly maintenance rate and a materials/supplies markup percentage, with the markup not exceeding 15% of actual costs. The cost evaluation will be weighted 60% on the hourly rate and 40% on the materials markup, with the bid due date set for July 9, 2019 at 3:15 PM CDT. Vendors must be registered in the MissouriBUYS procurement system to participate, and emergency service response is required within six hours of notification.

The contract encourages Minority Business Enterprise (MBE) participation of 10% and Women Business Enterprise (WBE) participation of 5%, though these are not mandatory requirements. Multiple awards may be made per district or county to ensure uninterrupted service delivery, with contractors designated as either primary or contingency providers. Vendors can bid on specific counties of their choosing and are permitted to charge $0.75 per mile for one round-trip vehicle mobilization. While no specific budget range is explicitly stated, the solicitation notes that most projects are expected to be under $25,000, though MoDOT reserves the right to use the established pricing for larger projects. Contractors will be required to provide proof of insurance, including general liability ($500,000/$3,000,000), automobile liability ($500,000/$3,000,000), and workers' compensation in accordance with state law. The contract includes provisions for Service-Disabled Veteran-Owned Business (SDVE) preferences and allows for potential price adjustments during renewal periods with proper justification.
