About this opportunity

The Missouri Department of Transportation (MoDOT) and the Missouri Highways and Transportation Commission (MHTC) are seeking multiple vendors to establish Time-and-Material Price Agreements for electrical maintenance services through Invitation for Bid (IFB) number IFB605CO24000050. The services will include emergency electrical service calls with a required six-hour response time, planned projects typically valued at $25,000 or less, and on-site electrical maintenance work. Contractors must provide fixed hourly rates for maintenance services and a materials/supplies markup percentage, with pricing evaluation weighted 60% on hourly rates and 40% on materials markup (not to exceed 15%). The contract period runs from the award date through July 30, 2026, with MoDOT reserving the right to extend the contract for up to two additional one-year periods. Bids are due by July 25, 2023, at 2:00 PM CDT, with written questions accepted until July 19, 2023. Bidders must be capable of self-performing primary trade work, and for specific counties, contractors must have the ability to work on medium voltage exceeding 600 volts.

The solicitation encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with specific participation goals of 10% MBE and 5% WBE through subcontractors, suppliers, or joint ventures. Service-Disabled Veteran (SDV) businesses may also receive preference. Multiple awards may be made per district and county to ensure uninterrupted service delivery, with contractors designated as either primary or contingency providers. While no specific total contract value is listed, individual projects are typically valued at $25,000 or less, though MoDOT reserves the right to use the established pricing for larger projects. Contractors must meet specific insurance requirements, including $500,000 per person/$4,000,000 per occurrence for general and auto liability, and workers' compensation coverage. Mobilization charges are allowed at $0.75 per mile for one round trip vehicle. The contract includes provisions for no price increases during the first six months of the original or renewal contract periods.
