About this opportunity
The Missouri Department of Transportation (MoDOT) and Missouri Highways and Transportation Commission (MHTC) are soliciting Invitation for Bid (IFB) proposals for multiple Time-and-Material Price Agreements for carpentry services. This procurement seeks qualified contractors to provide spontaneous service calls and planned carpentry projects, typically valued at $25,000 or less, with potential use for larger projects at MoDOT's discretion. Contractors must provide emergency service response within six hours and submit written work plans within 5-10 working days for project requests. The bid requires contractors to submit a fixed hourly rate for on-site and shop work, along with a materials/supplies markup percentage not exceeding 15%. Evaluation criteria will be weighted 60% on fixed hourly rates and 40% on materials markup percentage. The bid response period runs from July 11, 2023, to July 25, 2023, with bids due by 2:00 PM CDT, and written questions accepted until July 19, 2023. The initial contract period will run from the award date through July 30, 2026, with MoDOT retaining the option to extend the contract for up to two additional one-year periods.
The solicitation encourages Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) participation, with goals of 10% MBE and 5% WBE involvement through subcontractors, suppliers, or joint ventures. Contractors must be able to self-perform primary trade work without subcontracting the primary trade and provide proof of insurance, including $500,000/$4,000,000 general and auto liability coverage, and workers' compensation insurance. MoDOT may award multiple contracts per district and/or county to ensure uninterrupted service delivery, with contractors designated as either prime or contingency providers. While no specific budget range is explicitly stated, the projects are anticipated to be under $25,000, with potential for larger project utilization. Contractors may charge $0.75 per mile for one round trip from their business location to the job site. The contract includes provisions for potential price increases, with contractors required to provide justification for any requested price adjustments, ensuring competitive and transparent pricing throughout the contract period.
