About this opportunity

The Missouri Department of Transportation (MoDOT) and the Missouri Highways and Transportation Commission (MHTC) are seeking to establish multiple Time-and-Material Price Agreements for carpentry services through an Invitation for Bid (IFB). The procurement is designed to secure contractors who can provide service calls, emergency repairs, and planned projects typically valued at $25,000 or less, with a requirement for emergency response within six hours of notification. Contractors must be prepared to submit written work plans within 5-10 working days, depending on project complexity. The pricing structure requires vendors to provide a fixed hourly maintenance rate for on-site and shop work, plus a materials/supplies markup percentage not exceeding 15% of actual costs. Evaluation of bids will be weighted 60% on the fixed hourly rate and 40% on the materials markup percentage, with the solicitation period running from June 13, 2019, to July 2, 2019, at 3:00 PM CDT. The initial contract period will commence from the date of award and extend until August 1, 2020, with MoDOT reserving the right to extend the contract for up to three additional one-year periods.

The solicitation encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with specific goals of 10% MBE and 5% WBE participation through subcontractors, suppliers, or joint ventures. Vendors must be registered in the MissouriBUYS procurement system to participate and submit pricing through the electronic portal. Contractors are required to maintain specific insurance coverage, including $3 million in general and automobile liability insurance, and workers' compensation coverage. Mobilization charges are permitted at $0.75 per mile for one round trip vehicle. MoDOT may make multiple awards per district or county to ensure uninterrupted service delivery, with contractors designated as either prime or contingency contractors. While specific award values are not explicitly stated, the contract is structured to accommodate ongoing carpentry needs for MoDOT facilities, with the potential for multiple awards and continued service through possible contract extensions. Contractors must also provide proof of enrollment in a federal work authorization program like E-Verify and comply with state and federal non-discrimination requirements.
