About this opportunity

The Missouri Department of Transportation (MoDOT), on behalf of the Missouri Highways and Transportation Commission (MHTC), is soliciting bids to establish multiple Time-and-Material Price Agreements for carpentry services across Missouri's transportation network. The procurement encompasses both emergency service calls (requiring response within six hours) and planned projects valued at $50,000 or less, with services to be rendered on an hourly basis as needed by the Facilities Operations Supervisor. Carpentry services will be required across all 114 Missouri counties organized by seven district regions (Northwest, Northeast, Kansas City, Central, St. Louis, Southwest, and Southeast), with bidders permitted to bid selectively by county rather than committing to statewide coverage. Required qualifications include General Liability insurance ($600,000 individual/$4,000,000 aggregate), Business Automobile Liability insurance ($600,000 individual/$4,000,000 aggregate), Missouri Workers' Compensation coverage with $1,000,000 employer's liability, OSHA 10 certification for all employees, E-Verify compliance, proof of lawful presence documentation, Drug-Free Workplace compliance, and a contract bond equal to the contract price. Evaluation will employ a weighted formula assigning 60% weight to fixed hourly maintenance rates for on-site work and shop time, and 40% weight to materials and supplies mark-up percentage (not to exceed 15% of actual costs), with points awarded to the lowest bidder in each category. The bidding process opened April 23, 2026, with submissions due May 12, 2026, at 2:00 PM Central Time; no pre-bid conference is scheduled. The resulting contract shall commence July 1, 2026, and extend through June 30, 2029, with MoDOT retaining the right to extend the contract for up to two additional one-year periods at its sole discretion.

No specific set-aside designations for disadvantaged enterprises or restrictions limiting organizational types are identified in the solicitation documents provided. All contractors must self-perform carpentry work without subcontracting the primary carpentry trade unless written permission is obtained from MoDOT. Contractors may charge $0.75 per mile for one round trip mobilization from their business address to MoDOT job sites, and payment terms are established at Net 45 days. No guaranteed minimum work volume is offered under this agreement, indicating that contract awards represent indefinite-quantity, time-and-material arrangements dependent on MoDOT's actual service needs. The procurement does not reference any incumbent vendors, current contractors, or existing infrastructure requiring integration. Budget ranges or specific award values are not disclosed in the solicitation materials.
