About this opportunity

The Idaho Department of Health and Welfare is requesting proposals for support and enforcement services for the Idaho Tobacco Project (ITP), with proposals due November 17, 2026, and a pre-proposal conference scheduled for October 16, 2026, at 1:00 p.m. Mountain Time via Microsoft Teams.

The scope encompasses website operations for two tobacco retailer-focused sites, statewide enforcement inspections of approximately 1,800 tobacco and electronic smoking device retailers, retailer permitting, and retailer education materials. The contractor must conduct at least one inspection per retailer location annually plus additional inspections mandated by statute, maintain a minimum 90 percent retailer compliance rate under federal Substance Abuse and Mental Health Services Administration (SAMHSA) Synar Amendment requirements, and sustain 24/7 website availability except scheduled downtime. Business office hours must span 8:00 a.m. to 6:00 p.m. Mountain Time, Monday through Friday, with at least one staff member holding decision-making authority located in Boise, Idaho. The contractor assumes all costs for permit issuance and renewal, website maintenance, toll-free phone lines, newsletter distribution, and evidence disposal.

The initial contract term runs five years from January 1, 2027, to December 31, 2031, with potential extension by mutual written agreement for up to five years total. The structure is a fixed unit cost, indefinite quantity agreement. Cost details and pricing must be submitted in Excel format as Appendix A. Over the preceding four years, similar services cost $2,534,120 total; the Department notes that state and federal funding and policy changes may cause service fluctuations. Evaluation uses a 1,000-point scale: Mandatory Submission Requirements (pass/fail), Business Information (50 points), Organization and Staffing (70 points), Scope of Work (480 points), and Cost Proposal (400 points). Only the top three technical scorers will have cost proposals opened. Questions are due October 23, 2026, at 11:59:59 p.m. Mountain Time. Pre-proposal conference registration closes October 15, 2026, at noon.
