About this opportunity

The City of Phoenix is seeking a comprehensive ice supply, delivery, and storage contract through Invitation for Bid (IFB-25-0709) for a five-year term beginning approximately November 1, 2025. The procurement covers multiple municipal departments and requires a contractor to provide cubed and block bagged ice, dry ice, and emergency service calls across approximately 70 locations in Maricopa County. Estimated annual quantities include 5,200,000 pounds of cubed bagged ice, 1,000 pounds of block bagged ice, 23,000 pounds of container packaged dry ice, and 100 emergency service calls. Contractors must provide ice storage containers ranging from 40-100 cubic feet, maintain food safety certifications, and offer 24-hour emergency service with specific response time requirements. Key procurement dates include a pre-offer conference on May 6, 2025, written inquiries due by May 16, 2025, and final offers due by June 6, 2025 at 2:00 pm. Bidders must submit unit costs for each line item, with firm and fixed pricing for the initial two years and potential annual price adjustments subject to City approval.

The solicitation emphasizes non-discrimination and compliance with federal and local regulations, including provisions for disadvantaged business enterprises. Contractors must adhere to civil rights requirements, implement equitable employment practices, and follow workplace safety guidelines. The contract includes an optional bid for industrial self-contained portable cold storage equipment rental and requires quarterly procurement reports. Contractors must maintain proper licensing and insurance, with potential penalties for non-compliance including contract termination, payment withholding, and disqualification from future bidding. While specific budget ranges are not explicitly stated, the comprehensive nature of the contract covering multiple municipal departments suggests a substantial procurement value. The City reserves the right to adjust quantities and modify contract terms as needed. Integration requirements include compatibility with existing municipal infrastructure and the ability to service diverse locations including fire departments, parks, water services, public works, street transportation, and police precincts.
