About this opportunity

Huron Valley Schools is requesting qualifications for ice melt supply via the CoPro+ cooperative purchasing program managed by the Public Procurement Institute of Michigan (PPIM), with proposals due June 29, 2026 at 12:00 PM Eastern Time. The resulting award will be a statewide cooperative contract available to Huron Valley Schools and participating government municipalities and school districts throughout Michigan.

Huron Valley Schools currently requires approximately 2,200 bags of 50-pound ice melt annually, with delivery to approximately seventeen school locations across multiple Michigan regions. All products must be labeled as safe for vegetation when used as directed and suitable for use on concrete sidewalks and school entrances. Vendors must submit detailed pricing on a not-to-exceed basis with Free on Board Delivered pricing prepaid, Net 30 payment terms, excluding sales tax and federal excise tax. All vendors are required to pay a 2.0% administrative and remittance fee to PPIM from their pricing.

The master agreement will have an initial three-year term with two one-year renewal options. Huron Valley Schools reserves the right to award to one or multiple vendors and may add additional vendors throughout the contract period using the same evaluation criteria.

Proposals will be evaluated on a 100-point scale: statement of work (25 points), company profile (15 points), references (20 points), and pricing (40 points). Proposals receiving 80 or more points will be considered for award. Mandatory requirements include submission of at least three customer references for similar services within the past five years, detailed pricing with brand, bag size, and manufacturer specifications, description of ordering and delivery processes, and demonstration of inventory and distribution capability to support winter demand surges.

Proposer questions are due June 8, 2026 at 12:00 PM Eastern Time, with answers posted June 15, 2026. Award is anticipated in July 2026.
