About this opportunity

Huron Valley Schools, in partnership with the CoPro+ cooperative purchasing program managed by the Public Procurement Institute of Michigan, is requesting qualifications for ice melt procurement under RFQu HV-775-051226-A, with proposals due September 28, 2026 at 12:00 PM Eastern Time. The resulting statewide cooperative contract will be marketed and extended to other Michigan government municipalities and school districts.

Huron Valley Schools currently consumes approximately 2,200 bags of 50-pound ice melt annually. All ice melt products must be labeled safe for vegetation when used as directed, suitable for concrete sidewalks and school entrances, and accompanied by manufacturer documentation detailing chemical composition, effective temperature range, corrosion characteristics, and vegetation safety claims. Vendors must demonstrate a minimum of three distinct client references from equivalent engagements within the past five years.

The contract will run for an initial three-year term with two optional one-year renewal periods. Pricing must be quoted on an F.O.B. delivered basis with freight prepaid to ordering entities, Net 30 payment terms, and a 2.0 percent administrative and remittance fee payable to PPIM. Vendor pricing must remain firm for a minimum of ninety days from the contract effective date; subsequent price adjustments require thirty days' written notice and supporting documentation, with any increases requiring written approval and applying only prospectively. No minimum purchase quantity is guaranteed. Vendors must submit quarterly reports, respond to inquiries within forty-eight hours or two business days for standard requests, identify ordering procedures and delivery timeframes including emergency delivery capabilities, and invoice each ordering entity directly.

Evaluation is weighted: statement of work compliance and service capabilities (25 points), company profile (15 points), references (20 points), and pricing (40 points), on a 100-point scale. Questions are due August 31, 2026 at 12:00 PM Eastern Time, with answers posted by September 8. Awards are anticipated in October 2026.
