About this opportunity
Dallas Area Rapid Transit (DART) Authority is seeking bids for ice melt, liquid de-icer, and related surface treatment products through a competitive procurement process identified as solicitation 2095599. The procurement is specifically targeting materials for winter maintenance and surface de-icing, with a focus on municipal transportation infrastructure. The opportunity is open to vendors capable of providing comprehensive de-icing solutions, with an emphasis on meeting strict delivery and performance specifications. Bonfire registration is required to access full bid details, and potential vendors must carefully review the complete bid documentation. The bid is due on October 9, 2025, with a strict requirement for FOB Destination shipping terms and freight costs included in the overall pricing. Vendors must comply with DART's purchase order terms and conditions, which include precise delivery expectations and performance standards.
No specific set-aside designations or restrictions for disadvantaged enterprises were explicitly mentioned in the available documentation. The procurement appears open to qualified vendors who can meet DART's technical and logistical requirements. Payment terms are standardized at Net 30, with invoices to be submitted electronically to APInvoices@dart.org and requiring detailed documentation including purchase order number, item descriptions, quantities, and pricing. The terms and conditions document includes comprehensive legal protections for DART, including the ability to terminate contracts for default and requiring sellers to certify compliance with various regulatory standards. While no specific budget range was provided, the solicitation suggests a procurement focused on ensuring reliable winter maintenance capabilities for DART's transportation infrastructure. The contract will be governed by Texas state law, with any legal disputes to be resolved in Dallas County jurisdiction.

In such event, the Seller shall be liable for damages, including the excess cost of reprocuring similar supplies or services or completing construction; provided that, if (i) it is determined for any reason that the Seller was not in default, or (ii) the Seller's failure to perform is without his and his subcontractor's control, fault, or negligence, the termination shall be deemed to be a termination for convenience under paragraph 12.
