About this opportunity
The City of Philadelphia is requesting quotes for ice machine repair services under a micro purchase solicitation due October 6, 2026. Award will go to the lowest responsive and responsible bidder on a whole or line-item basis at the city's discretion; sellers must quote all items to be eligible.
The maximum contract value is less than $45,000, adjusted annually by the percentage increase in the Consumer Price Index for All Urban Consumers (CPI-U) from January 1, 2020, and rounded to the nearest thousand dollars. The contract term is 365 days from the effective date, terminating automatically at midnight on the final day without further notice. No work or services commence until the seller receives departmental notification and a purchase order is issued.
Quotes must be submitted electronically through PHLContracts and remain valid for 60 days from submission. All prices must be quoted FOB Destination Point and net of taxes, as Philadelphia is exempt from federal excise, transportation, and Pennsylvania sales and use taxes. No price or term modifications are permitted after bid opening. Payment follows delivery and city approval, contingent upon submission of required invoices and supporting documentation via electronic deposit.
Sellers must submit a fully executed Consent and Authorization Agreement prior to bid closing to render their quotes responsive; the agreement may be attached to the vendor profile at registration or included with the first submitted quote. Signature authority varies by business entity type: corporations require both President or Vice President and Secretary or Treasurer signatures; limited liability companies, partnerships, and sole proprietorships require a partner, owner, or other duly authorized signer.
Sellers must maintain specified insurance coverage, comply with applicable laws and ethics requirements, remain tax-compliant with Philadelphia, and indemnify the city against losses and liabilities arising from the seller's fault or negligence. An LGBTQ Applicant Data Form is available for voluntary self-identification. Contact Procurement Customer Service at 215-686-4755, 215-686-4720, 215-686-4721, or phlcontracts@phila.gov.
