About this opportunity

The Oregon Department of Transportation is soliciting bids for a full-depth continually reinforced concrete pavement repair and weight-in-motion detection system replacement on I-84 at milepost 227.54 westbound in Union County, with bids due October 6, 2026. Contractor eligibility hinges on completion of a mandatory pre-bid Tribal Employment Rights Office workshop under the Confederated Tribes of the Umatilla Indian Reservation Code — TERO certification is required before work commences.

Work includes removal and replacement of existing CRCP, breaking the median concrete barrier to enable temporary two-way traffic on the eastbound side, barrier reinstallation, pavement markings, and electrical and ITS system installation. Contractors and subcontractors must comply with TERO hiring preferences, maintain Indian worker referrals through the tribal hiring hall, and submit certified weekly payroll reports. An Indian Employment Preference goal of 15% is assigned for the project.

ODOT and the Confederated Tribes of the Umatilla Indian Reservation are parties to a Memorandum of Understanding governing the engagement. Contractors must establish a compliance agreement with TERO and pay a tiered compliance fee: 4% for contracts $25,000–$99,999; 3% for $100,000–$999,999; 2% for $1,000,000–$9,999,999; and 1% for contracts $10,000,000 or above, with a maximum fee cap of $500,000. TERO certificates are valid for three years. All personnel are subject to prevailing wage requirements. The project is scheduled for October 2026.
