About this opportunity

PennDOT is soliciting bids for the I-80 Eastbound Reconstruction (State Route I-80 / SR 309, Section 311) in Luzerne County, Pennsylvania, with the bid letting set for December 10, 2026 at 11:00 AM. A mandatory pre-bid meeting and prequalification are required to bid.

The scope covers 8.0 miles of I-80 eastbound reconstruction, 1.6 miles of I-80 westbound reconstruction, and 0.3 miles of SR 309 reconstruction at the I-80 interchange, including new traffic signals and ramp reconstruction. It also includes eastbound rest area and ramp reconstruction at Mile 270. Work includes 4 structure replacements on I-80 eastbound and 3 on I-80 westbound, 5 culvert rehabilitations, roadway barrier upgrades, drainage updates, new signing and pavement markings, and an area-wide Intelligent Transportation System. Structure work represents 25 percent of total project cost. The project is a federal-aid project on the National Highway System under PennDOT oversight, with wage rates applicable.

The estimated project cost range is $150 million to $174.99 million. Notice to proceed is anticipated January 25, 2027, with a required completion date of May 20, 2036. Liquidated damages apply to schedule non-compliance, and the contractor must maintain continuous construction operations with multiple work crews and equipment to meet milestone dates. Lane restrictions prohibit closures from Friday 2:00 PM through Sunday 6:00 PM. In-stream work on classified trout streams follows seasonal windows, and tree felling is restricted from November 15 through March 31. The contractor must secure off-site waste disposal and stockpile locations, maintain drainage throughout construction, and coordinate with the Hazleton Area School District and adjacent projects. Pennsylvania DEP permit coordination is required for temporary stream diversions and for monitoring well protection along SR 309.
