About this opportunity

Harford County, Maryland Department of Procurement is requesting bids on hydrovac grit and grease removal services under IFB No. 27-085, with bids due November 18, 2026 at 1:00 PM EST and a pre-bid meeting scheduled for October 26, 2026 at 9:00 AM at Sod Run Wastewater Treatment Plant in Perryman. Questions close October 29, 2026 at 1:00 PM EST via the Euna Procurement portal.

The scope encompasses on-call hydrovac and pressure-washing services for removal, transportation, hauling, and disposal of fats, oils and grease, grit, sludge, solids, and debris at multiple County facilities including wastewater treatment plants, sewage pump stations, force mains, gravity sewer systems, and highway district shops. Non-emergency services are available Monday through Friday, 7:00 AM to 3:00 PM; emergency services operate 24/7 with a mandatory 15-minute phone response and one-hour on-site response. Bidders must submit detailed equipment specifications (make, model, year, tank capacity, on-board water capacity, vacuum system type) and three references for similar customers served within the past three years.

The contract term runs from execution through June 30, 2027, with four optional one-year renewal periods. Pricing is fully burdened hourly rates on a time-and-materials basis for non-emergency and emergency services, with equipment, parts, materials, and subcontracted work invoiced at cost plus 10 percent. All rates remain firm for the initial term; future increases are capped at no more than 3 percent or CPI-U, whichever is less, upon written request with supporting documentation.

Contractors must hold confined space entry certification and OSHA 40-hour HAZWOPER training, maintain Commercial General Liability insurance of $1 million, and register with eMaryland Marketplace Advantage within five days of award notification. The County reserves the right to make multiple awards and does not guarantee work volume. No prequalification, bid deposit, or performance bond is required.
