About this opportunity

The Brazos River Authority is requesting proposals for professional engineering services to assess and improve the Hydrostatic Pressure Relief System and downstream river channel at Sterling C. Robertson Dam in Leon and Robertson Counties, Texas, with proposals due October 14, 2026 at 10:00 a.m.

The scope encompasses comprehensive engineering investigation of HPRS components (relief wells, vertical sand drains, rock toe drains, underdrains, and drain outlets) across the West Embankment, Service Spillway, and East Embankment; structural assessment of stilling basin concrete; evaluation of downstream river channel and bank erosion protection; and design of remedial improvements achieving a minimum 40-year service life. Work phases may include planning and preliminary engineering design, final engineering design with bidding support, and construction phase services in accordance with USACE and TCEQ requirements for large high-hazard dams.

Key personnel, including engineers and surveyors, must be licensed in Texas and hold a minimum of five to ten years of relevant experience in their respective disciplines, with stated preference for high-hazard dam experience. All deliverables must be signed and sealed by Texas-licensed professionals. The awardee must maintain professional liability insurance of $5,000,000 per claim / $10,000,000 aggregate; general liability of $1,000,000 per occurrence / $2,000,000 aggregate; workers' compensation; automobile liability of $1,000,000; employers' liability of $1,000,000; and pollution liability of $1,000,000 per claim.

Selection criteria emphasize respondent qualifications, demonstrated experience on similar dam projects, ability to perform without delay, and the proposed service delivery plan. No price information is permitted in proposals. The BRA will negotiate a contract on a time-and-materials basis with a mutually agreeable not-to-exceed amount for overall services and individual tasks. The contract may be terminated at any time without penalty.

A non-mandatory pre-proposal meeting and site visit is scheduled for September 15, 2026, with in-person and virtual options. Questions are due September 22, 2026; responses will be issued as addenda by September 25. Access to a Previous Inventory and Evaluation Report requires execution of a Non-Disclosure Agreement by September 2, 2026, with the report released September 4. Proposals are limited to 25 pages excluding resumes and required forms, submitted electronically, by mail, or hand delivery to 4600 Cobbs Drive, Waco, Texas 76710.
