About this opportunity
The City of Norwich, located in New London County, Connecticut, is seeking an Indefinite Delivery and Indefinite Quantity (IDIQ) contract for Hydropower and Water Infrastructure Engineering Services through Solicitation Number 25-41. The procurement is specifically designed to support Norwich Public Utilities' (NPU) hydropower equipment and infrastructure, with a comprehensive scope of engineering consulting services. Key service requirements include inspection and assessment of masonry and timber crib dams, canals, spillways, and gates; development of preventative and corrective maintenance plans for dams, waterways, and fish lift/ladders; creation of dam safety plans, emergency action plans, and inundation mapping; development of engineering drawings for dam infrastructure; and hydropower generator mechanical and electrical engineering support. The solicitation opens on October 31, 2024, at 12:00 PM EDT and closes on November 22, 2024, at 2:00 PM EST, with the successful firm expected to work collaboratively with NPU, contractors, and vendors to assess, inspect, plan, design, and manage hydropower projects. The primary point of contact for this opportunity is Robert Castronova, located at 100 Broadway Room 105, Norwich, CT, who can be reached at 860-823-3770 or rcastronova@cityofnorwich.org.
The solicitation appears to be open to all vendors without specific set-aside designations or restrictions on organizational types. No incumbent vendors or current contractors are mentioned in the documentation, and there are no explicit details about existing infrastructure or technology integration requirements. The procurement documents do not specify an estimated total value, budget range, or funding sources for the project. Delivery terms are specified as Free On Board Destination, with payment terms to be vendor-specified. The IDIQ contract structure suggests that the City of Norwich will issue task orders as needed for engineering services over an unspecified period, providing flexibility in engagement and scope. The solicitation has been designated as having no line items, which indicates a broad, flexible approach to procuring engineering consulting services for NPU's hydropower infrastructure needs.
