Key services required are capital improvement and utility master planning, preliminary engineering assessments, detailed design, construction administration, bidding and permitting assistance, and hydraulic modeling. The selected firm(s) must have expertise in evaluating, designing, and providing construction administration for each utility system owned by the District.

The contract will be a continuing contract, with the specific scope of work and scale of services defined during each project initiation. The District has a new electronic bidding platform hosted by PlanetBids where interested vendors must register to submit questions and bids. The District has bid preferences for local vendors, veteran small businesses, and opportunity zone businesses on most solicitations. The contract duration and award value are not specified, but the District is seeking to establish a pool of qualified engineering consultants to support its utility system needs.
