About this opportunity
The City of Port St. Lucie, Florida is requesting qualifications for hydrogeologist consulting services on a continuing, as-needed basis under RFQu Addendum 231, with responses due October 7, 2026 at 3:30 p.m. The procurement is governed by the Consultants' Competitive Negotiation Act (CCNA), under which pricing is withheld from initial evaluation and requested only from the top-ranked firm.
The scope encompasses groundwater supply system design and permitting, surficial and Floridan aquifer evaluations, well rehabilitation and abandonment, field investigations and monitoring, groundwater modeling, water supply planning, regulatory coordination with the South Florida Water Management District and Florida Department of Environmental Protection, and technical documentation and reporting. Proposers must hold professional geology licensure in Florida.
The initial contract term is three calendar years from execution, with two optional one-year renewal periods exercisable solely by the City. No volume or funding commitment is guaranteed. The City will shortlist a minimum of three firms for interview presentations and negotiate with the highest-ranked firm; if those negotiations fail, the process continues with the next-ranked firm.
Evaluation allocates 35 points to Firm's Relevant Experience and Past Performance, 30 points to Experience in Similar Projects (minimum five projects in the past five years), 25 points to Qualifications and Availability of Key Personnel, and 10 points to Technical Approach, Resources, and Organizational Capability. Mandatory submissions include proof of Florida professional geology licensure, general information worksheet, E-Verify form, non-collusion affidavit, truth-in-negotiation certificate, W-9, and certificate of insurance. Proposers must maintain professional liability insurance of $2 million per occurrence, commercial general liability of $2 million aggregate, workers' compensation insurance, and business automobile liability of $1 million. Questions are due September 16, 2026. A pre-proposal conference is available via Microsoft Teams.
