About this opportunity
The Village of Swanton is seeking professional engineering services to develop preliminary design alternatives for rehabilitating the crest gate system at the Highgate Falls Hydropower Project, which is licensed by the Federal Energy Regulatory Commission (FERC Project No. 2547). The primary objective is to replace the failed rubber dam with multiple potential solutions, including a raised concrete crest, pneumatic or hydraulic crest gates, or hybrid approaches. Qualified engineering firms will be expected to develop comprehensive design alternatives and conduct a thorough evaluation of potential rehabilitation strategies. The proposal must include four distinct options: three active rehabilitation approaches and a "do-nothing" scenario that assesses potential plant operation, sale, or decommissioning. The Village specifically encourages applicants to propose innovative alternatives that could enhance performance, cost-effectiveness, constructability, or operational benefits. The solicitation was posted on January 9, 2026, with proposals due by February 23, 2026, providing approximately six weeks for interested engineering firms to prepare and submit their comprehensive design alternative analysis.
While no specific set-aside designations or disadvantaged enterprise requirements are explicitly mentioned in the procurement notice, the contract appears to be open to professional engineering firms with specialized hydropower infrastructure expertise. The project is located in Franklin County, Vermont, and focuses on a specific hydroelectric facility requiring sophisticated engineering assessment. No incumbent vendor information or existing technology integration requirements are detailed in the current procurement documentation. Although no specific budget range is provided, the complexity of the project—which involves developing multiple design alternatives for a hydropower dam's crest gate system and conducting a comprehensive evaluation of rehabilitation or decommissioning options—suggests a substantial professional services contract. Interested firms will need to demonstrate significant technical capabilities in hydroelectric infrastructure design, FERC licensing compliance, and innovative engineering solutions for critical infrastructure rehabilitation.
Opportunity text
The Village of Swanton (Village) is seeking professional engineering services to develop preliminary design alternatives for rehabilitation of the Highgate Falls' existing crest gate system. Specifically, the Village desires to contract with a qualified firm for professional engineering services to develop design alternatives to replace the failed rubber dam at the Swanton Village Electric Department's Highgate Falls Hydropower Project located in Highgate Falls, Vermont. The Highgate Falls Hydropower Plant is licensed by the Federal Energy Regulatory Commission (FERC)(FERC Project No. 2547). All design alternatives will be considered and could include, but are not limited to, a raised concrete crest, installation of pneumatic or hydraulic crest gates, or combinations of crest raising and gate installation. A fourth, separate "do-nothing" option shall also be evaluated. Under a "do-nothing" scenario, the Village would also solicit an assessment of whether to operate the Plant as-is without a replacement spillway section, sell, and/or decommission the Plant. The Village further encourages applicants to propose additional or innovative alternatives that may offer improved performance, cost-effectiveness, constructability, or operational benefits beyond those identified above.
