About this opportunity
The Michigan Department of Transportation (MDOT) is seeking proposals for the procurement of one new hydraulic shear through a competitive Request for Proposal process. The opportunity involves Grand Traverse County and multiple Lansing City jurisdictions within Michigan. The procured equipment must be an 8-foot hydraulic shear with a 36-inch power backguage with LED readout, 4-foot squaring arm with inlaid scale, power-adjustable variable rake angle, hour meter, light beam gauge, NEMA electrics, disconnect switch, hydraulic self-compensating holddown bar assembly with four cutting edges, manual swingup backgauge, 48-inch support arms with front gauges, NC control "Go to" 5-station positioner, and foot switch. The equipment must be USA-manufactured with American-made hoses, fittings, motor, and valves, and will be used for production of highway signs for the State trunk line system at the Statewide Sign Fabrication Shop in Lansing. Bidders must provide delivery within 40 calendar days of order placement, on-site installation, comprehensive repair and support services, on-site maintenance according to manufacturer schedules, technical support with 60-minute response times and 72-hour on-site service capability if unresolved within 24 hours, and operator and maintenance training. Required qualifications include manufacturer authorization to provide service and repairs during the warranty period and authorization to provide technical guidance regarding the equipment and software. Evaluation will be based on meeting minimum point thresholds and offering the best combination of specified evaluation factors and price, with the State reserving the right to conduct facility inspections, oral presentations, interviews, reference checks, and background checks. The bidder question deadline is May 24, 2018 at 3:00 p.m. Eastern Time, and proposals must be submitted electronically through the SIGMA VSS system by May 30, 2018 at 3:00 p.m. Eastern Time, with an anticipated contract begin date of June 5, 2018.
The RFP does not specify set-aside designations for disadvantaged enterprises; however, Qualified Disabled Veteran (QDV) status under MCL 18.1261(8) may be considered during evaluation. No incumbent vendors or current contractors are identified in the procurement documents. The State may consider prior performance with the State, overall economic impact including Michigan employment and capital investments, and total-cost-of-ownership factors in making its award recommendation. Contractor must provide one Contractor Representative available 8 a.m. to 5 p.m. EST and one Key Personnel member with 24-hour response capability specifically assigned to the State account. The contract establishes comprehensive insurance requirements including Commercial General Liability with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, Umbrella Liability of $5,000,000, and Automobile Liability of $1,000,000 per occurrence, with all policies naming the State as additional insured. No specific budget or award value is provided in the procurement documents; pricing must remain firm for the contract term with payment made via Electronic Funds Transfer within 45 days of invoice receipt. The contract is structured as a one-year Purchase Order governed by Michigan law with disputes resolved in Michigan Court of Claims in Ingham County.
