About this opportunity
The Maine Department of Administrative and Financial Services Division of Procurement Services is requesting quotations on behalf of the Maine Department of Transportation for one hydraulic deck trailer, with quotations due November 17, 2021 at 4:00 p.m. Eastern Standard Time.
The trailer must be a tandem-axle flatbed unit with a self-contained hydraulically lowering and raising deck capable of a minimum 10,000 lb. lifting capacity, designed for transporting small equipment such as asphalt rollers, man-lifts, and compactors. The deck must be 6 feet wide by 12 feet long, constructed of 7-gauge or 3/16-inch thick diamond plate, with overall trailer length between 17–22 feet. The unit must feature eight-lug wheels with 16-inch 10-ply minimum radials, leaf spring or torsion suspension, electric brakes on both axles with breakaway systems, LED lighting compliant with DOT and ICC regulations, and commercial yellow paint. Quotations must include detailed specification responses, year/make/model, product data sheets in PDF format, and manufacturer's warranty terms and conditions.
The awardee must demonstrate service facility capability within 75 miles of five MaineDOT regional headquarters locations (Scarborough, Augusta, Dixfield, Bangor, and Presque Isle), with staffed technicians and stocked repair parts. Vendors must provide two complete sets each of parts, service, and operator's manuals on thumb drives and a preventative maintenance schedule. All equipment must be fully inspected, serviced, assembled, and ready to operate upon delivery to Augusta, Maine. Pricing must be quoted on an FOB Destination basis with all shipping charges included; no state, federal, or local taxes should be included. The State anticipates paying on a net 30 basis following equipment acceptance and receipt of title. Vendors are responsible for all repair costs during the one-year warranty period. Liquidated damages of $100 per unit per calendar day apply for delivery delays beyond the scheduled date. The State reserves the right to award on a best value basis considering specification conformance, price, delivery timeline, and bidder performance history, and may reject any or all bids.
