About this opportunity

Palm Beach County Board of County Commissioners, through its Purchasing Department, is issuing Invitation for Bid (IFB) #19-027R/CC for maintenance and repair services of fire hydrants, valve boxes, manhole frames, and covers within the Palm Beach County Water Utilities Department distribution system. The procurement encompasses six service categories: hydrant maintenance and flushing (Items 1-13), valve maintenance and box adjustments (Items 14-42), miscellaneous hourly services (Items 43-52), valve box and manhole adjustments for paving projects (Items 53-55), flushing services (Item 56), and ancillary line stop services (Items 57-58). Specific deliverables include locating, testing, exercising, lubricating, painting, and flushing hydrants; exercising, painting, and marking valves; removing and installing hydrants and valves; and adjusting infrastructure for paving operations. Successful bidders must employ a project manager with a minimum of five years' field and supervisory experience, maintain firm pricing for ninety days from submission and throughout contract terms, and respond to service requests within twenty-four hours. Required qualifications include either a Florida Department of Environmental Protection Water Distribution System Operator License Level 3 or a Florida Underground Utility Contractor License, along with specified insurance coverage consisting of Commercial General Liability Insurance at $500,000 per occurrence, Business Auto Liability at $500,000 combined single limit, and Workers' Compensation Insurance per Florida Statute Chapter 440. Sealed bid responses must be submitted by August 1, 2019 at 4:00 p.m. to the Purchasing Department at 50 South Military Trail, Suite 110, West Palm Beach, Florida 33415-3199.

The contract award will be structured as a twelve-month initial term with options to renew for four additional twelve-month periods under mutual written agreement. Equal Business Opportunity Program requirements apply to this solicitation, with Affirmative Procurement Initiatives waived; however, if subcontractors are utilized, applicable OEBO Schedules must be submitted. Local preference provisions allow a five percent discount for bidders with permanent places of business in Palm Beach County or the Glades. The County will order services on an as-needed basis with estimated annual quantities ranging from five to 275 units depending on service type, though the County reserves the right to adjust quantities as necessary. Specific award values or budget ranges are not disclosed in the solicitation documents; however, the estimated annual quantities and firm, fixed unit pricing structure indicate that compensation will be based on actual service utilization throughout the contract term.
