About this opportunity

This Invitation to Bid (ITB) procurement is issued by Ingham Intermediate School District for the HWS Pool Deck Restoration project at Heartwood School in Mason, Michigan. The project scope encompasses complete removal and reinstallation of the existing pool deck, requiring bidders to provide all materials, labor, and associated services. Deliverables must include obtaining all required permits, color matching specifications, preparation materials, tile removal and installation, grout and base coat application, debris removal, comprehensive warranty information, and material lead time documentation. Key evaluation criteria include best overall value selection rather than lowest cost alone, with the district reserving the right to reject any or all bids, split awards among multiple vendors, and negotiate with selected vendors prior to award. Critical deadlines include a mandatory pre-bid walk-through on May 4, 2021 at 10:00 am at 625 Hagadorn Road, Mason, Michigan; written questions due May 6, 2021 by 5:00 pm with responses provided by May 7, 2021; sealed bid submission via email to purchasing@inghamisd.org no later than May 13, 2021 at 2:00 pm; and public bid opening the same day via Zoom with estimated award notification on June 16, 2021.

Bid pricing must be all-inclusive of material costs, delivery and freight charges, installation labor, permits, equipment, and warranty provisions, excluding state and federal taxes as the district is a tax-exempt governmental unit. For bids exceeding $50,000, bid security of not less than 5 percent of the base bid and a performance and payment bond of 100 percent are required. The successful vendor must maintain comprehensive insurance coverage including $1,000,000 Commercial General Liability per occurrence with $2,000,000 aggregate limits, Workers' Compensation, $1,000,000 Errors and Omissions coverage, $1,000,000 Employment Practices Liability, and $2,000,000 Commercial Umbrella Liability, and must warrant all work and materials for a minimum of five years against defects and poor workmanship. The contractor must comply with ADA requirements, OSHA safety standards, and obtain all required permits at their own expense, while providing project closeout documentation including maintenance manuals, warranties, and no-cost training for maintenance staff. The ITB document does not specify set-aside designations for disadvantaged enterprises, incumbent vendors, or exact budget ranges, though the scope and bonding requirements suggest a substantial project value.
