About this opportunity

DeKalb County School District is requesting proposals for comprehensive HVAC water treatment services across approximately 98 existing schools and facilities, with proposals due October 22, 2026 at 2:00 PM EST via the IonWave portal and a virtual pre-proposal conference on October 1 at 10:00 AM EST.

Contractors must hold Georgia Pesticide Contractor Licenses and Georgia Certified Commercial Pesticide Applicator certifications (Category 37 or applicable category) — mandatory qualifications that filter eligibility. The scope covers treatment and monitoring of cooling towers and condenser-water systems (82 facilities), chilled-water closed loops (20 facilities), heating/tempered-water closed loops, boiler-water systems, corrosion monitoring, Legionella prevention and risk management, system cleanliness evaluation, and electronic reporting through compatible Walchem controllers. The initial scope comprises 82 facilities requiring cooling-tower/condenser-water treatment, 20 requiring chilled-water treatment only, and 4 requiring both; DCSD reserves the right to add or remove facilities during the contract term.

Pricing is system-based with unit prices applied to each cooling tower/condenser-water system, hydraulically independent chilled-water loop, heating/tempered-water loop, boiler, water-treatment controller, chemical/biocide feed system, and corrosion monitoring point. Cost proposals must include all labor, materials, tools, specialized equipment, supplies, trained personnel, insurance, travel, administrative costs, overhead, and other necessary expenses with no add-on charges permitted.

The initial contract duration is one year with options for up to four one-year extensions contingent upon DCSD's offer, offeror acceptance, and Board of Education approval. Services commence in February 2027. Contract prices remain firm for the entire term; only one price change is permitted during any 12-month period, effective at renewal/extension anniversaries. Contractors must maintain workers compensation insurance at minimum $1,000,000 per occurrence and $2,000,000 annual aggregate, and Professional Liability coverage at $2,000,000 per claim and aggregate. Questions are due October 7 at 12:00 PM EST, with responses posted by October 14 at 4:30 PM EST. Board approval is anticipated in December 2026.
