About this opportunity
The City of Huntsville, Texas is requesting bids for citywide HVAC services under ITB Bid No. 27-04, with sealed submissions due October 27, 2026 at 2:00 p.m. Central Time at the City Secretary's office, 1212 Avenue M, Huntsville, Texas 77320. Vendors must hold a current Texas Class "A" Air Conditioning and Refrigeration Vendor license and demonstrate a minimum 10 years in the HVAC business with a minimum workforce of two certified Journeyman technicians. Compliance with the 2015 International Mechanical Code, EPA, and Clean Air Act requirements is mandatory. Services must be available 24/7/365 with a maximum two-hour emergency response time.
Pricing must include initial inspection and trip charges, standard hourly labor rates for regular business hours (8:00 a.m. to 5:00 p.m. Monday–Friday), after-hours and weekend rates, and a percentage markup above invoice cost for replacement parts and equipment. All pricing must remain firm for 120 days following bid opening and for the contract duration.
The initial contract term runs from the effective date through September 30, 2027, with four one-year renewal options available through September 30, 2031, contingent upon mutual agreement. Awarded vendors must maintain Commercial General Liability insurance ($1 million per occurrence / $2 million aggregate), Commercial Automobile Liability ($300,000), Professional Liability ($1 million per occurrence / $2 million aggregate), and Workers' Compensation insurance. Vendors must submit three business references, a Conflict of Interest Questionnaire, and Form 1295 (Certificate of Interested Parties) prior to contract execution. Questions are due October 16, 2026, and final addenda will be posted by October 20, 2026. Award preparation is anticipated for November 2026.
