About this opportunity
Harrisonburg City Public Schools is requesting bids on HVAC replacement at three elementary schools (Keister, Spotswood, and Waterman) under ITB 2027-01-ITB-13, with bids due October 7, 2026 at 1:00 PM. Work must begin on or after June 8, 2027 and be completed before August 4, 2027.
Bidder eligibility requires a valid Virginia contractor's license, demonstrated completion of at least five similar projects since January 2015, and certification of non-debarment or non-suspension by any Commonwealth agency. No pre-bid meeting will be held; site visits may be scheduled with Contract Administrator Shawn Printz (540-434-9916 or sprintz@harrisonburg.k12.va.us) before the question deadline of September 30, 2026 at 12:00 PM.
The scope includes removal and disposal of existing 15-ton split-system AC units with air handlers and hot water coils at each school and installation of equivalent replacement units. Work encompasses condensers, air handlers, line sets, associated ductwork, and electrical work, all to meet manufacturer specifications and applicable codes. Bidders must provide line-item pricing and are encouraged to submit both per-location and multi-location options.
The successful bidder must secure Performance and Payment Bonds, each at 100% of the contract sum, prior to contract execution. Required insurance includes General Liability of $1 million combined single limits with $2 million aggregate, Workers' Compensation compliant with Virginia law, and Automobile Liability of $1 million. All work must comply with OSHA regulations and school site restrictions (no controlled substances, tobacco, weapons, or unauthorized fraternization); contractor personnel must wear visible identity badges. A one-year warranty against defective materials and workmanship is required, with the contractor responsible for replacement costs and obligated to respond to warranty claims within 24 hours for general issues and four hours for life safety or security concerns.
Sealed bids must be submitted through the eVA platform. The contract is awarded to the lowest responsive and responsible bidder.
