About this opportunity
The Massachusetts Veterans Home in Holyoke is soliciting proposals for HVAC preventive maintenance, inspection, testing, and related services under the Massachusetts Operational Services Division TRD01 contract, with quotes due September 4, 2026, and a bidder walkthrough scheduled August 28, 2026, from 10:00 a.m. to 12:00 p.m.
The scope encompasses Variable Refrigerant Flow (VRF) systems, geothermal water loop systems, stairwell pressurization systems, and smoke purge systems across a multi-level facility at 110 Cherry Street, Holyoke. The facility has not yet received final as-built drawings; bidders will work from mechanical construction drawings issued during installation and must verify existing field conditions prior to performing work. Preventive maintenance shall be performed on a minimum annual basis, with additional inspections and servicing required by equipment manufacturer recommendations, Centers for Medicare & Medicaid Services (CMS) Conditions of Participation, Massachusetts Department of Public Health regulations, U.S. Department of Veterans Affairs design criteria, Massachusetts State Building Code, Massachusetts Fire Code, and applicable NFPA standards including NFPA 90A, 92, 101, and 105. When manufacturer or regulatory requirements mandate more frequent service intervals than annually, the contractor must comply with the more stringent frequency.
The successful vendor must provide 24/7/365 service availability with emergency response on-site within two to four hours for life-safety failures and non-emergency response within 24 hours. Deliverables include written regulatory inspection notifications at least one month in advance, deficiency reports before departure, written repair quotations within 48 hours, comprehensive service reports within 48 hours, and regulatory compliance reports within 48 hours. All technicians must be properly licensed and qualified; the contractor must maintain all required licenses, certifications, and insurance throughout the contract term and comply with facility policies, infection control practices, and security requirements.
A prevailing wage schedule applies. Contact points are Jeremy Meade, Institutional Foreman, and John Fydenkevez, Third Class Engineer, at 120 Cherry Street, Holyoke, Massachusetts.
