About this file

This file contains questions and answers regarding an HVAC preventive maintenance contract for the Massachusetts Veterans Home at Holyoke, a state agency in Massachusetts. The contract encompasses annual preventive maintenance and emergency services for geothermal and Variable Refrigerant Flow (VRF) systems, including geothermal water loop systems, heat exchangers, isolation valves, strainers, VRF outdoor condensing units, VRF indoor fan coil units, refrigerant piping, stairwell pressurization systems, and smoke purge systems. The facility acknowledges that final as-built drawings for the geothermal and VRF systems are not yet available from the construction team; however, mechanical construction drawings issued for construction will be provided as reference documents. Bidders are advised that these drawings may not reflect all field modifications made during installation, and the successful contractor must verify existing field conditions prior to performing work.

Preventive maintenance shall be performed on a minimum annual basis, with additional inspections and servicing required by equipment manufacturers' recommendations, Centers for Medicare & Medicaid Services (CMS) Conditions of Participation, Massachusetts Department of Public Health regulations, U.S. Department of Veterans Affairs design criteria, Massachusetts State Building Code, Massachusetts Fire Code, and applicable NFPA standards including NFPA 90A, 92, 101, and 105. When manufacturer or regulatory requirements mandate more frequent service intervals than annually, the contractor must comply with the more stringent frequency. The contractor must inspect refrigerant piping, condensate drains, electrical connections, compressor operation, fan motors, and heat exchanger components while verifying proper system operation and documenting all deficiencies, corrective actions, and recommendations. Following each service visit, the contractor shall submit comprehensive written reports detailing service dates, technician information, equipment identification, maintenance tasks completed, operating data, test results, parts replaced, and any deficiencies identified with recommended priority levels and corrective actions. Any condition affecting life safety, patient care, system reliability, or regulatory compliance must be reported to the owner immediately upon discovery.

1. Can you provide system diagrams, mechanical drawings, or as-built documentation for the geothermal/VRF system and clarify which geothermal system components are included within the contract scope to assist bidders in understanding the system configuration?

Answer.

Currently, the Massachusetts Veterans Home at Holyoke has not received the final as-built drawings for the geothermal/VRF system from the construction team. Therefore, as-built documentation is not available for distribution.

To assist bidders in understanding the system configuration, the facility will provide the available mechanical construction drawings (Issued for Construction) as reference documents. These drawings represent the best available information regarding the installed geothermal and VRF systems.

Bidders should be aware that the construction drawings may not reflect all field modifications or changes made during installation. It is the responsibility of the successful contractor to verify existing field conditions prior to performing work.

Contract Scope The intent of this contract is to an Annual Preventive Maintenance and Emergency service of the geothermal/VRF system components identified in the contract documents. Based on the available information, the scope includes, but is not necessarily limited to:

· Geothermal water loop system.

· Heat exchangers.

· Isolation valves, strainers, and associated piping components serving the geothermal system.

· VRF outdoor condensing units.

· VRF indoor fan coil units/cassettes.

· Refrigerant piping is associated with the VRF system.

· Ancillary mechanical components serving the geothermal/VRF system as identified in the construction drawings.

Bidders are encouraged to review the provided mechanical construction drawings

2. Can you clarify the required Preventative Maintenance frequency for all equipment included in this contract (VRF systems, stairwell pressurization systems, and smoke purge systems?

Answer.

The required Preventive Maintenance (PM) frequency for all equipment included within this contract (VRF systems, stairwell pressurization systems, and smoke purge systems) shall be performed at a minimum on an annual basis.

Where applicable, the Contractor shall also perform any additional inspections, testing, servicing, or maintenance required by:

· The equipment manufacturer's published operation and maintenance (O&M) recommendations and warranty requirements.

· The Centers for Medicare & Medicaid Services (CMS) Conditions of Participation and applicable Life Safety Code requirements.

· The Massachusetts Department of Public Health (DPH) regulations for licensed health care facilities.

· The U.S. Department of Veterans Affairs (VA) design criteria, technical standards, and maintenance requirements, when applicable.

· All applicable Massachusetts State Building Code, Massachusetts Fire Code, and adopted NFPA standards, including but not limited to NFPA 90A, NFPA 92, NFPA 101, and NFPA 105 where applicable to the equipment being serviced.

· Any Authority Having Jurisdiction (AHJ) requirements.

If the manufacturer or any applicable code or regulatory agency requires maintenance at a frequency greater than annually (e.g., semi-annually, quarterly, or monthly), the Contractor shall perform maintenance at the more stringent required interval. Documentation of all inspections, testing, preventive maintenance, deficiencies, and corrective actions shall be provided to the Facility upon completion of each service visit. CMS generally expects facilities to maintain equipment according to the manufacturer's recommendations

3. Can you provide the specific preventative maintenance tasks, inspection requirements, testing procedures, and reporting requirements expected for each equipment type covered under this contract?

For this contract, the Owner expects the contractor to perform complete preventative maintenance (PM), operational testing, inspection, documentation, and reporting for all equipment included in the scope. At a minimum, the contractor should perform the following for each system in accordance with the manufacturer's recommendations, applicable Massachusetts codes, CMS, VA requirements, NFPA standards, and all applicable DPH regulations.
