About this opportunity
The California Military Department, Office of the Adjutant General, is requesting bids for HVAC fencing and sidewalk installation at the Sacramento Okinawa Readiness Center (8450 Okinawa Street, Sacramento) under IFB No. 132833, with bids due electronically by September 24, 2026, at 2:00 PM and a mandatory pre-bid job walk on September 14, 2026, at 10:30 AM. Failure to attend the job walk disqualifies bidders. A 5% Disabled Veteran Business Enterprise (DVBE) participation goal applies, with potential DVBE incentive amounts ranging from 1% to 5% of the lowest bid based on verified participation levels, capped at $100,000 combined; a 5% Small Business preference applies to certified small businesses or non-small businesses subcontracting at least 25% of the net bid price to certified small businesses.
The scope includes installation of a three-sided wire enclosure (approximately 45 linear feet at 8 feet height) with two access gates and one steel bollard to secure an HVAC unit, demolition of existing artificial turf, construction of a 4-inch-thick concrete sidewalk (60 feet by 5 feet), and concrete infill strips for panel leveling in compliance with ADA/ABA accessibility guidelines. The contractor must complete all work within 120 calendar days from the Notice to Proceed. Pricing must be submitted as a lump-sum all-inclusive cost on the Rate Sheet covering all materials, labor, bonds, licenses, insurance, equipment, tools, permits, taxes, transportation, and fees. Prevailing wage rates apply as this is a public works project on federal government property.
The contractor must possess a valid California Class B General Building Contractor license and be registered with the California Department of Industrial Relations. Bid bonds of at least 10% of the bid amount are required if the bid exceeds $24,999.99; payment and performance bonds of 100% of contract value are required prior to work commencement. The Request for Information submission deadline is September 17, 2026, at 5:00 PM. Public bid opening will occur virtually via Microsoft Teams on September 24, 2026, at 2:15 PM. The contract will be awarded to the lowest responsive responsible bidder.
